Early in the new year, Secretary of Defense Donald Rumsfeld appointed a new
deputy to oversee frequency spectrum issues and communications policy.
The new deputy is charged with helping the Department of Defense build a global
secure wideband network that ensures unimpeded communications access to the
U.S. military.
The Pentagon has been at odds with Congress and the wireless industry over
control of its frequency spectrum, which thus far has remained an exclusive
preserve of the military.
